02 · What EURAN proposes

ART CLUBS AS LOCAL CULTURAL HUBS FOR PLACE-BASED PARTICIPATION

EURAN activates established art communities as local connectors between residents, artists, galleries, cultural venues and neighbourhood environments. The model begins with cultural communities that already exist rather than constructing a network from zero. Local art clubs identify people, creative resources and places through which participation becomes visible and operational. The model can operate as a community-led Connect NEB prototype or within a Co-create NEB partnership bringing together a municipality and complementary local actors.

For Connect NEB, an established community-rooted organisation provides the local foundation for a participatory prototype.

For Co-create NEB, a municipality, region or affiliated eligible entity forms part of the consortium and anchors the proposition territorially.

Artistic practice, cultural knowledge, spaces and community relationships bring the local cultural environment into the project.

Design, facilitation and research capabilities document, test and evaluate the local model and its potential for transfer.

05 · Why this matters

From existing cultural communities to place-based action

Existing cultural communities become an operational resource for participation rather than a peripheral audience. Municipalities gain access to an organised cultural layer connecting neighbourhood transformation with residents, artists and local cultural life. The initial prototype remains focused and manageable; the resulting model establishes the basis for replication.

The cultural network exists. The NEB framework creates the opportunity to activate it locally.

06 · Participation

EURAN NEB — CONNECT / CO-CREATE is now being structured

The project configuration is now being developed for the 30 September 2026 call. Participation is established where local capability, eligibility and strategic relevance converge. No organisation is presented as a partner before its role and participation are agreed.
